I have examined the accompanying Ordinance, entitled

An Ordinance to amend and consolidate the laws relating to

Stamps and Stamp Duty in the Colony of Hongkong,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

Objects and Reasons.

In preparing this Bill I have inserted marginal notes to

the Bill for the purpose of showing:-

(1) What portions of the Bill are practically identical with previous law, in which cases the number of the corresponding section of the repealed Ordinance is inserted in the margin without any alteration. (See clauses 2, 3, 4, 7, 9, 10, 11, 12, 13,

14, 15, 16, 17, 19, 20, 21, 23, 24, 26, 27, and 28.)

(ii) What portions of the Bill represent former provisions, with certain necessary consequential amendments, in which cases the number of the corresponding section of the repealed Ordinance is inserted in the margin with the addition of the word "adapted." (See clauses 5, 8, and 29.)
